The climate crisis is changing weather patterns worldwide—and Austria is also experiencing its consequences. In September last year, a once-in-a-century flood showed how vulnerable infrastructure and society are. While the damage remains visible, another question is coming to the fore: Who will receive protection—and who will be left behind?

Discourse. At the beginning of autumn, the Science Network is addressing this imbalance. Thomas Thaler (BOKU Vienna – Institute of Landscape Planning) highlights how social differences determine who is affected by flooding and to what extent. He analyzes the gap between political promises and practical implementation and asks: How can flood risk management be made more equitable – so that particularly vulnerable groups are not overlooked?
