Part 1 - concept: First, a survey and analysis of the municipality has to be conducted. A land use concept has to be drafted in accordance with the development goals of the municipality and an impact assessment of the concept on the spatial development goals has to be carried out. It has to be shown in which way the existing plans have to be changed and if this change is feasible. The results have to be documented in a 10 page summary plus draft plans.

Part 2 - Implementation: the spatial impacts of the draft plan have to be assessed in detail. A zoning proposal has to be drafted according to legal requirements accompanied by a 5 page explanatory statement.
