The scope for using transport policy to manage traffic: reducing traffic; displacing traffic; private transport; public transport; movement of people; freight; improving road traffic.
Distribution of responsibilities and administration of the various modes of transport: legislative context, practical examples.
Finance and budgeting: national level; regional level; subregional level; sources of funds, distribution of funds.
Traffic planning and management concepts: national tranportation strategy; national transport network; regional transport strategy; mechanisms and potential for implementing transport strategies (illustrated using practical examples).
Political strategies: human traffic; freight; real costs; safety issues.

The aim of these seminars is to show students how much scope there is to manage traffic using transport policy (independent of the mode of transport). Other topics discussed are the analysis of traffic, making predictions about traffic, the relationships between public and private transport, strategies and approaches in planning and policy, infrastructure, organisation of public transport, and financing.
