Content

Referring to the four phases of disaster management (mitigation, prepardeness, response, recovery) the lecture will focus on prepardeness and response. The lecture will give you a broad overview from methods of prepardeness and response like:
• Risk analysis
• Emergency planning tools
• training methods - exercises
• early warning systems (weatherforecast, flood prognosis)
• organisational structures of disaster management authorities and relief organisations (Fire brigade, red cross, etc.)
• disaster relief actions (structure and capabilities of emergency organisations)

Highlights are:
• performing a table top exercise (flood scenario) done by the students themselves (learning by doing)
• Excursion and visit of:
1. Warning and alarm centre of Lower Austria
2. Fire Training Academy of Lower Austria
3. Headquarter of the Red Cross of Lower Austria

Objective (expected results of study and acquired competences)

At the end the participant should know the organisational structures of various disaster relief organisations (governmental and non governmental) and the basic processes during disaster relief actions. So the participant has the possibility to act in a role play as a decision maker during a small scale flood scenario under practical conditions.
