This lecture provides the foundations for understanding agricultural policy instruments, reforms, and decision-making processes. It is structured into four parts. First, it addresses the motivation for agricultural policy, key challenges in agriculture, political governance mechanisms, and a cause-and-effect analysis of selected reforms. The second part focuses on public goods, with particular emphasis on the welfare-economic evaluation of policy instruments, goal conflicts, and issues related to public goods. The third part highlights the limitations of classical economic theories and introduces new approaches such as New Political Economy and concepts from New Institutional Economics; this is complemented by international comparisons of agricultural policy systems. The fourth part focuses on the CAP Strategic Plan 2023–2027, including its programming, priorities, implementation, and the evaluation of agricultural policy instruments with regard to effectiveness, costs, and impacts.

No prior knowledge is required. Knowledge of basic microeconomics and economics in general is an advantage.

The aim of the lecture is for students to develop a solid and nuanced understanding of European agricultural policy and to be able to analyze agricultural policy instruments in a theory-based, critical, and context-sensitive manner. Students will be able to assess agricultural policy reforms and instruments with regard to their economic effects, political origins, and institutional implementation, and to critically contextualize current developments in agricultural policy.
