Content

The course takes place in several stages. Based on the introduction to the project in the starting event, the task is worked on in small groups (5 people).

The content of the project is to develop planning options for a specific topic in an Austrian municipality and to prepare them using local spatial planning resources. This summer term, the project municipality is Amstetten. The topic in the four groups is the sustainable fulfilment of housing requirements and the elimination of structural deficits through a combination of internal and external development.

Planning basis: Firstly, a municipal profile is drawn up and the legal and technical background is analysed. Building on this, a target matrix is created as the basis for further tasks (population forecasts, analyses, drafts, impact assessments).

This is followed by a systematic analysis of the municipal area and an examination of population forecasts and the required (residential) building land. Together with the target matrix, these form the basis for the planning proposals.

Planning drafts and implementation: Based on the supra-local, local and technical objectives as well as the strengths, weaknesses, opportunities and risks of the project municipality and the two planning areas, a draft is developed for each. The local requirements and spatial impacts of the planning are to be set out, and a proposal made for securing them by means of appropriate zoning in the land use plan.

The project concludes with a systematic comparison of the two drafts as a basis for a planning recommendation to the municipality and the preparation of a draft amendment to the zoning plan based on the applicable zoning regulations.

The results will be presented to representatives of the municipality.

Objective (expected results of study and acquired competences)

The goal of this seminar is contextual work on a spatial planning at the local level. During the seminar students should gain insight into the planning process from the conceptual phase to the first implementation measure. Studtents should learn about the planning instruments at the local level and how to implement them. The knowledge gained during the semester should be compiled in a seminar report and then presented at the end of the semester. Training presentation skills is a further goal of the seminar. The results of the seminar have to be included into a report.
