§ 1 Scope of application
(1) These operating and usage regulations shall apply to the forestry sections 1 - 33 of the Pernitz district of the Wienerwald forestry operation of Österreichische Bundesforste AG and the teaching forest building (Hubert Kuhn Haus - HKH) currently assigned to the University of Natural Resources and Applied Life Sciences, Vienna for use on the basis of the “Teaching Forest Management Agreement”.
(2) The general provisions concerning the Teaching Forestry Center are regulated in the statutes of the University of Natural Resources and Life Sciences, Vienna, part “Service Facilities”, section “Teaching Forestry Center”.
§ 2. General Provisions
(1) In principle, the House Rules of the University of Natural Resources and Life Sciences Vienna and the provisions of the statutes on the use of university facilities by university members and external parties apply. The rector is permanently represented by the head of the Teaching Forest Center. The head of the Teaching Forest Center nominates their representative from the circle of scientific staff assigned to the Teaching Forest Center.
(2) The HKH can be used for purposes of teaching and research tasks, the holding of university courses and seminars, further education events, other university events, and events by external parties, taking into account the provisions of § 3.
(3) The heads of events, especially teaching events, are responsible for ensuring compliance with the provisions of this operating and usage regulations within their area of responsibility during these events and for informing participants about safety regulations and behavior in emergencies and accidents.
§ 3. Booking Plan of the HKH
(1) Applications for the use of the Teaching Forest Building, including details on dates, expected space requirements, and other needs, must be submitted by May 31 for the upcoming academic year. The head of the Teaching Forest Center coordinates the booking in agreement with the university facilities.
(2) The allocation of usage opportunities, especially the assignment of quarters in the HKH, must follow the following priorities:
a) Mandatory courses in the field of Forestry and Wood Economics
b) Elective courses in the field of Forestry and Wood Economics
c) Research projects of the institutes of the Department of Forest and Soil Sciences
d) Mandatory courses from other study programs
e) Specialist events from university facilities in the field of forestry and wood sciences
f) Elective courses from other study programs
g) Research projects from other institutes
h) Other university events and events of its facilities
i) Events by external parties
(3) The need for research or other activities must be generally registered in advance for one semester or for the lecture-free period.
(4) Inquiries regarding specific dates and reservations must be directed to the building management (building technician), who will also keep the booking plan.
(5) A permanent reservation of specific rooms, unless already permanently assigned to certain institutes, is only permissible in exceptional cases.
§ 4. Key Allocation
(1) The keys are kept by the building management, which maintains a key log. Keys are issued as needed at the beginning of a stay against a deposit and must be returned without prompting at the end of the stay. Institutes to which rooms are permanently assigned will receive the necessary keys permanently and must notify the persons authorized to use these keys. Any changes must be reported.
(2) The person who receives the keys is personally responsible for them. For teaching or other events, the event organizers must ensure the timely return of all keys. In the event of a lost key, if not covered by the deposit, an appropriate replacement must be provided, for which the event organizer is responsible.
§ 5. Access to and Stay in the HKH
(1) The HKH must not be entered with outdoor shoes. Outdoor shoes must be left and cleaned in the designated areas.
(2) Users are responsible for ensuring proper use and cleanliness of all rooms. Wet clothing must be hung in the drying room. Notices regarding waste separation and reduction must be observed.
(3) Dogs or other animals are not allowed in the HKH.
(4) The smoking ban must be strictly adhered to throughout the building.
§ 6. Use of Kitchen Facilities
(1) The kitchenette in the seminar building is available for general use. Users are responsible for cleaning the kitchen and the dishes. The receipt of kitchen inventory must be confirmed by the users, who are also responsible for damages and losses.
(2) The use of the large kitchen in the seminar building is not generally permitted and will be arranged on a case-by-case basis between the event organizers and the head of the Teaching Forest Center.
§ 7. Institute Rooms
Laboratories, storage rooms, and facilities permanently assigned to institutes are under their responsibility. They are liable for any damage caused by their use within the HKH.
§ 8. Traffic and Parking Regulations
(1) The road traffic regulations apply on all forest roads.
(2) To avoid reports from forest supervision authorities, all vehicles used by the Teaching Forest Center members must be equipped with a sign indicating their affiliation with the University of Natural Resources and Life Sciences Vienna. These signs can be obtained from the building management.
(3) Vehicles on the Teaching Forest grounds must be parked in such a way that they do not block other vehicles or hinder forestry operations or the activities of other users of the Teaching Forest Center.
(4) Driving on forest roads, except for the access road from Rosalienstraße to the HKH, should be avoided before 8:00 AM and after 6:00 PM. Exceptions are made for those authorized to practice hunting and teaching staff. Driving on forest roads, except for the access road from Rosalienstraße to the HKH, which is not related to access for teaching and/or research purposes, should also be avoided.
(5) A maximum speed of 30 km/h must be maintained on forest roads unless a lower speed is required according to road traffic regulations.
(6) Parking of vehicles of any kind is generally only permitted in the HKH parking areas (on the north and south edges of the facility). University service vehicles may park in the area in front of the HKH.
(7) The covered parking spaces in front of the residential building may exclusively be used for service vehicles of the Teaching Forest Center and private vehicles of the occupants of the service apartments.
§ 9. Announcements
(1) Announcements and notices within the HKH may only be made on the designated bulletin boards according to the house rules. The safety regulations and rules for behavior in emergencies and accidents must be posted.
(2) The head of the Teaching Forest Center may, if necessary, especially in cases of imminent danger, issue temporary exceptions to or changes in these operational and usage regulations through special notices.
