Lehrinhalt

The concept of Integrated Disaster Risk Management (IDRM) has gained increased interest because of the high degree of interconnectedness in modern society, and to meet overarching objectives about sustainability and resilience that requires a more integrated approach for analysis and decision-making. Research within disaster risk management is encouraged to be inter- and trans-disciplinary to include more of the complexity related to disaster risk. The scientific literature point to several aspects of how integration can be done; integration of different hazards, vulnerable assets, spatial and temporal scales, sectors, actors, geographies, etc. The literature also highlight that DRM can be integrated into other societal or corporate processes, or that other processes can be integrated in DRM. Another type of study focuses on the integration of different aspects within one risk.
Different examples of IDRM from a Nordic and Swedish context are presented. One case study concerning the Swedish Lake Vänern will be discussed; how water level-regulation is related to other risks, such as landslide and dam failure risk, as well as to several societal sectors such as hydropower, shipping, agriculture, tourism, and municipal management. A participatory process among several interests and organisations has ended up in a new regulation regime, balancing flood risk aspect and concerns for ecosystem functions, landscape development, and different business sectors. Other examples pointing to the need of an integrated approach are conflicts between DRM and urban planning and development.

Inhaltliche Voraussetzungen (erwartete Kenntnisse)

A Bachelor's degree is recommended. A basic understanding of analysing and assessing (natural) hazards and risks is required. English language skills are required in order to access the (compulsory) literature.

Lehrziel

Students can understand the concept of integrated disaster risk management and be active in a discussion of how different assets and values are included in a risk management process.
