WP1

The main research steps of WP1 are to analyse the political science literature on policy integration (in particular environmental policy integration and climate policy integration in federal and unitary states), multi-level governance in federal and unitary states, as well as on environmental federalism in Europe. The research questions to be answered by means of scholarly desk research are:

• What are the key issues of environmental/climate policy integration in general and what are the particularities in federal states?

• Is environmental policy integration in federal states more difficult than in unitary states?

• If so, what are the key challenges of “environmental federalism” and how can they be addressed?

Based on the answers to these questions, WP1 will derive an analytical framework that guides all subsequent WPs and that contains detailed research questions for WPs 2 and 3, a common understanding of key concepts and terms, issues to watch out for and analytical criteria to be used in the case studies, as well as a first draft of an interview questionnaire.
