WP4:
Cross-country comparison &
lesson drawing for adaptation 

WP4 aims at facilitating policy learning across the three federal case study countries by reviewing what they can learn from each other regarding good practices and challenges in the implementation of integrated strategies and laws; drawing lessons on how to implement adaptation strategies effectively (with a focus on Austria); and advancing the scholarly work on environmental policy integration in different state settings and on environmental federalism. To do so, WP4 relies on cross-country comparisons based on Yin (2003):

  • For the three country studies, with similarities and differences analysed regarding all analytical categories specified in WP1
  • Finding matching patterns in all three country studies, in particular with regard to success factors and challenges of integrated strategies and laws on climate change mitigation
  • Integrating the country study findings with the conceptual findings of WP1 and the analysis of existing studies and evaluations of WP2
  • Exploring the possibilities and limitations of transferring findings from one of the three federal countries to another

The questions to be answered by WP4 are similar to those specified for WP3, only with a comparative focus that takes the steps of comparison mentioned above into account.
