Integrated strategies:
guidelines and meta-evaluations 

The desk research in WP2 narrows the focus to integrated strategies as key instruments of policy integration. It first searches, analyses and compares normative guidelines on climate change adaptation, mitigation and sustainable development strategies of industrialised countries around the world. These are issued, for example, by international organisations such as the UN and the OECD, but also by governments, think tanks and research institutes. Although these guidelines may not always be identical (see Steurer & Martinuzzi 2005), they all prescribe how integrated strategies should be developed and implemented. WP2 will answer the following research questions:

  • In how far do integrated strategies reflect the normative guidelines reviewed in this WP?
  • How successful are integrated strategies on sustainable development, climate change mitigation and adaptation in meeting their own objectives?
  • What do existing analyses and evaluations conclude regarding key barriers and success factors of integrated strategies?

The analysis of normative guidelines for the three integrated strategies in question will help to organise the subsequent review (or meta-evaluation) of existing studies and evaluations concerned with the three integrated strategies. WP2 aims to integrate this body of knowledge into the research proposed here, in particular into the strategy-related part of the analytical framework, and into the recommendations that will synthesise findings of the WPs 2, 3 and 4.
